Région Île-de-France Bond Framework SPO Provided by V.E

V.E provides SPO for Région Île-de-France Bond Framework

V.E has provided a Second Party Opinion (SPO) on Région Île-de-France’s Green, Social and Sustainable Bond Framework. The framework has been designed as an update of their first regional issuance Framework, to reflect the most recent evolutions of standards in this field. In particular, this Framework has also been defined, where relevant and possible, to follow the recommendations set out in the draft European Green Bond Standard.

The framework will finance investment expenditure for green and social projects of the Région Île-de-France, such as Green Buildings, Clean Transportation, Renewable Energy, Biodiversity Conservation, Access to education and health, Affordable Housing, and support for employment.

We assigned a Second Party Opinion (SPO) on the sustainability credentials and management of the Green, Social and Sustainable Bonds to be issued by Région Île-de-France, in compliance with the Framework created to govern their issuance. V.E is of the opinion that this Framework is aligned with the four core components of the Green Bond Principles 2018 (“GBP”) and Social Bond Principles 2020 (“SBP”), and follows best practices identified by V.E for three out of the four pillars: Use of Proceeds, Evaluation and Selection, and Management of Proceeds. In addition, most Green Eligible Categories follow the technical screening criteria specified by the Draft Delegated Act under EU Taxonomy Regulation (Nov 2020).

We express a robust assurance on the contribution of these bonds to sustainability, thanks to the clear definition of eligible categories, the relevance of projects to be financed, the detailed process for evaluation and selection, and the processes in place to identify, monitor, and respond to environmental and social risks linked to the eligible projects.

The Région Île-de-France is the French name for the Paris Region, including the urban core and the commuting field around. It is one of the 13 Metropolitan French Regions. It accounts for 2% of the national territory with 12,012 square kilometres (80% of green areas). The Region has special competence in terms of transports and planning and is also competent in terms of education, employment, economic development, research & development, environmental protection, housing & urban renewal, social affairs, leisure & culture and European Affairs.
